We have a system/application that sends emails to our customers. One of the customers using Broadcom/Symantec service and they cannot receive the emails. All other can.
I have seen several others here with similar problem. Here is the message we receive.

The IP Address 46.246.37.3 was found to have a negative reputation. Reasons for this assessment include:
- The host has been observed sending spam in a format that is similar to snow shoe spamming techniques.
- The host is unauthorized to send email directly to email servers.
----
We have submitted the IP to be removed and it works a little while and then it getting have bad reputation again.
Also IP addresses never used getting this bad reputation from Broadcom.
I think it can be the whole range being blocked 46.246.37.0/24 for some reason.
Broadcom/Symantec service used by our customer.
