How to block all websites and allow only certain websites

Dear Experts, 

I need some help as per the subject. Does any know how to block all websites and allow certain website in SES?

I found this KB article for Endpoint Protection - How to block all websites and allow only certain websites using Network Threat Protection Firewall rule. and apply in the Default Firewall policy in SES using the same config mentioned in the KB. But it is not work. 

I'm wondering whether it is possible for SES agent to block all websites and allow only certain websites?
