Is this physical or virtual SG? Support may be able to pinpoint exactly what the issue is, but I would try loading the license manually if this is a physical SG. To retrieve the license, log into the
Symantec Enterprise Support Portal and click on My Entitlements
From there, search for the serial number of the device. Once found, click the ribbon icon under "License"
On the next screen, click "Generate New Key"
A .bcl file should download. That is the license file.
Next, navigate to the same screen you posted (Maintenance > Licensing > Install) and choose Install License Key from [Local File].
Find the .bcl and open it.
