When that console piece is launched, it attempts to fetch the admin group list from the URL
userservices-auth.vip.symantec.com. (This same URL is required for other VIP EG processes). This most likely caused by something either local or within the network blocking that traffic. Try using a different browser.
Also, try running the diagnostic utility from that server (https://knowledge.broadcom.com/external/article/150186/troubleshooting-and-diagnosing-vip

Subject: VIP Administrator Group Mapping Timing Out When Attempting to Pull In Groups from VIP Manager In The Cloud
Hello,
We are attempting to create a new Administrator Group and map it on an Enterprise Gateway and when we attempt we get the below error:
Any ideas why this could be or things to test? It's working fine on some of our other enterprise gateways where config is exactly the same but not this one. We looked into firewall blocks but couldn't find any that jumped out. Also ran network traces via the browser and there's no difference in traffic between the ones that work and this one other than a call to http://servername:8232/vipegconsole/fetchAdminGroupsAction.action taking a very long time (longer than when it works) then failing. Any ideas would be helpful. Thanks!
