1. Warning about 'The maximum number of client policy requests has been reached' == somehow all managed or lot of them in one time tries to get a policy but not all got them because of this warning message and on next attempt or another attempt they will receive own policy from Notification Server.
This should be resolved after sometime, or you can increase 'Policy Request' interval to more hours than you have now, in 'Targeted Agent Settings" policies
2. Warning about 'Queue was full' this is the reason why you can't send even basic inventory from managed client computer since because of this warning NS rejects and managed client went in backoff and will retry to send own basic inventory on next attempt.

- - How many managed client computers serves ITMS 8.1?
- - What version of ITMS 8.1 you have (Any Point Fix is also installed there?)
- - What hardware properties has ITMS 8.1 (CPU, RAM, HDD)?
- In "Task Manager" on ITMS 8.1 machine, please add also columns 'Commit Size', 'Handles', 'Threads' to see more detailly current resources usage by Altiris Services and W3WP)
Suspect that such behavior when queue became full and all computers in one time trying to get a policy from Notification Server, since NS server was offline sometime and then returned back online? (This behavior appeared recently or this happened always on customers ITMS 8.1?)
