Issue:

The CA Repository for z/OS Exchange for JCL Load Job may end with a condition code of 8 and a SYS00115 error indicating that the PROC or Job file is empty.

Cause:

The Exchange for JCL is comprised of two steps the first of which scans the JCL/proc input and writes to intermediate files.    The second step then loads the intermediate files into the Repository.  If there is an error in the first step that is overlooked the intermediate files created will be empty.   These empty intermediate files are then passed to the load step which fails with a SYS00115 because there is nothing to load.  

Resolution:

Review the sysprint from the first step of the Exchange for JCL process for any errors such as CANNOT FIND PROC or CANNOT FIND INCLUDE.   Update the scan portion of the Exchange for JCL with the correct proclib in the PROCSLIB DD and then rerun the first step of the Exchange for JCL.   Review the sysprint ensuring that there are no longer any CANNOT FIND INCLUDE or CANNOT FIND PROC errors.   Once this has been confirmed, the second step of the Exchange for JCL can be rerun to load the resolving JCL into the CA Repository for z/OS.
