This error occurred because you have only Basic access. To create a case, please upgrade your account to enterprise access by following the steps - How to upgrade CA.com account from Basic Access to Enterprise Access
And also, we did not find any previous case number with your email address. Please help us with the case number so that we could check in our database and get back to you.
