LPCCAP did not disappear. It was redefined to be a far more useful "LPAR capping summary info" data element.
The original VPACAP and LPCCAP variables were introduced to MICS when there was only one type of capping, and one type of core (CP). So it was easy to say "LPAR capping is on or off or changed.
In today's world IBM has many flavors of capping, and multiple core types where capping can be set independently of other core types.
As Ryan said in his response, the APPENDIX B in the RMF7130 PC.TEXT explained the problems that RMF7130 fixed related to capping.
Whatever you were originally using VPACAP and LPCCAP for, there are a multitude of new data elements introduced with RMF7130 that describe the capping status for all "capping flavors" and all core types.
If you have issues understanding how to update your MICS reporting using the enhanced capping support provided by RMF7130, please open a case with the MICS support team.
