How to update Siteminder version CR12 to CR13?

How do I update a version from R12.0QMR3cr12 to R12.0QMR3cr13?
Siteminder is really new to me and I didn't find information about updating CR version specifically.

SiteMinder R12.0QMR3cr12 and cr13 are very old releases.

Please plan your upgrade from R12 .0QMR3CR12 to 12.52 SP01 CR11 in case the component that you are planning to upgrade is a WebAgent or WebAgent Option Pack.
