I have reviewed and tested the configurations and it is only possible to set the time for the first alarm to go out, but the following alarms have a time interval of 1 minute between alarms robot is inactive is there a way to change this interval

Robot is inactive is something the hub generates.
The period is defined on the Misc page of the controller setup. "Hub update interval"
The hub will only create one alarm and then as the robot continues to fail to check in, the hub will continue to send alarm messages reflecting that fact but they will have the same suppression id.
So snmpgtw will faithfully send a message for each one of these messages from the hub.
The documentation for snmpgtw says :
Suppression key
: includes the suppression key of the alarm message. Using the suppression key, you can avoid storing multiple alarms that are caused by the breach of the same threshold. This key suppresses the alarms with same source, message, subsystem, and severity information into a single message with only a counter indicating the number of occurrences.
which sounds like maybe it would help.
