Portfolio Items Bulk Edit fails to add Tag if child Portfolio Item is in a child project and "Child Projects" isn't selected

I tried opening a case to report this, but the Support Portal reports "Grant not available. Please contact admin."
Steps to reproduce:

1. Open the Portfolio Items page
2. Set the Portfolio Item type to Initiative
3. Create an Initiative Portfolio Item
4. In the current project selector at upper left select to a child project
5. Set the Portfolio Item type to Feature
6. Create a Feature Portfolio Item
7. Set the Parent field of the Feature Portfolio Item to the Initiative Portfolio Item created in step 2
8. Go back to the parent project
9. In the current project selector uncheck "Child Projects"
10. Set the Portfolio Item type to Initiative
11. Expand the Initiative Portfolio Item to display the child Feature underneath it
12. Click the checkbox to the left of the child Feature
13. Click the Edit button
14. In the Bulk Edit dialog, set the first Field to Tags. In the Value column, select a Tag
15. Click the "Apply" button

Expected results: the selected Tag will be added to the Feature and the Bulk Edit dialog box will close

Actual results: nothing happens. The browser's debug console displays the errors (see attached log)
