Copy portion of data from Prod to Dev

Hello Everyone, 

Our instance is SaaS environment. Has any copied the portion of data from Production to Dev ? we have a requirement to copy all PPM users / stakeholder accounts in production refreshed into DEV environment so all resources and users are available for tool selection across any stakeholder or resource field and also need to copy the data from team tab as well. 

Any inputs will be a great help ?

Partial copy of data via database refresh is not possible and only way is to xog out the data and xog back in
