API Developer Portal: Container portal_apim fails to start up.

    Hi,

    We are testing Portal 5.1.
    It was working fine before. As, we restarted the portal, Container portal_apim fails to start up,
    the following error occurs in portal_apim service.

    ERROR - retry count exceeded while waiting for service at http://tenant-provisioner:9000/tenants to come up portal_apim.0.p97e2u70gcgw@apiportal | ERROR - Failed executing the script: /opt/docker/rc.d/zzz_init-tenant-enrollment.sh

    I have seen similar content in the knowledge base, but it is said that this happens when there is a duplicate UUID in the TENANT_GATEWAY table.
    In my case I am using mysql and I have looked up the table and there are no duplicate UUID values.
