CA SAM returns an ASP-0 error when processing a file in data exchange

Root Cause: The web server user has no permissions to read/write the file.
Solution:
Edit the file permissions manually (Properties -> Security: Add IUSR with full control permission) or via command line (Example: icacls E:\Program Files (x86)\CA\SAM\app\uploads\prod\data_exchange\user_admin\<filenamexxx>.csv /grant IUSR:F /t)
