Is it possible to use the ACA module in a "proof-of-concept" without a license file to first ensure, firstly, that it works for the environment it is being considered?  We know that the out-of-the-box X.509 authentication is insufficient, but would like to determine if ACA works before going to far down that path.

Most of the Global Delivery Module does work OOB without a license, just that they'd be limited by time (e.g. valid only for 30 days etc).

Global Delivery Modules will work without a license for a period of time. But at least for policy server plug-ins, the time restriction is not 30 days, it is a resettable 2 hour clock. Every 2 hours the policy server has to be restarted in order to continue using the module.
