I do not understand what is meant by "install and configure the CA SiteMinder in AZURE ENV". We typically never install SM on OR in a Azure ENV. We do SSO between SM and AZURE. SM could be installed on premise on your side of the organization.
We could do a SSO between SiteMinder Federation Services and Azure using WSFED.
High Level Steps.
- Create a Local WSFED Identity Provider Entity Type, using Token Type as SAML 2.0.
- Create a Remote WSFED Resource Partner Entity Type, using Token Type as SAML 2.0.
- Create a Partnership (WSFED IP -> RP).
When we create the Entities and Partnership make sure we use the correct inputs on both side.
