Read only access to user list

I have a group of users that I would like to have read-only access to the users tab. What's the minimum permission needed to allow this?

I've created a new role with one privilege (User Management | Navigation Add Ons | Users Tab). I then gave the group that role on the security string ADMIN, which is the security string that seems to be on all the user models. This gets them access to the User tab in Navigation, but the list of users and groups is blank.
