Steps to reproduce the issue:
1) Open URL: https://server.domain.com/wiki/Mitarbeiter/innen-Gespräch_(MAG)
2) We're redirected to FCC login.fcc with this URL string:https://login.domain.com/fcc/GenericLoginForm/login.fcc?TYPE=33554433&REALMOID=06-0000abb8-db71-1719-9788-6fc6ac12d03d&GUID=&SMAUTHREASON=0&METHOD=GET&SMAGENTNAME=-SM-Y7vkJefr%2fxtgNaXNxINRai4YxaK5qod3EEb6NHO8TtTOY85Zlp9XXP%2fn5Fkk2IrD&TARGET=-SM-https%3a%2f%2fserver.domain.com%2fwiki%2fMitarbeiter%2finnen--Gespr%C3%A4ch_%28MAG%29
3) After successful login we're redirected to this page: https://server.domain.com/wiki/Mitarbeiter/innen-Gespr%C3%83%C2%A4ch_%28MAG%29
... this page is incorrect. Instead of:https://server.domain.com/wiki/Mitarbeiter/innen-Gespräch_(MAG)
we get:https://server.domain.com/wiki/Mitarbeiter/innen-Gespräch_(MAG)
The root cause is inside login.fcc which uses UTF-8 encoding:<meta charset="utf-8" />
To fix this issue we should change SMENC value to UTF-8:<!-- SiteMinder Encoding=UTF-8; --><input type='hidden' name='SMENC' value='UTF-8'>"
