Hello,
In order to configure SNMP monitoring with Siteminder, you may have a look at:
Monitoring CA SiteMinder® Using SNMP - CA Single Sign-On - 12.52 SP1 - CA Technologies Documentation
In this document we do explain how SiteMinder could integrate with 3rd party products to manage SNMP traps.
Upon receiving an SNMP request from the management application(such as HP Open View) the OS Master Agent forwards the SNMP request to the siteminder SNMP Agent. The SNMP Agent contacts the OneView Monitor, retrieves the required information using Monitor Client API, and then sends the response to the Master Agent. The Master Agent, in turn, forwards the response to the management application.
Depending on the OS but for example on Windows:
Configuring SNMP Agent on Windows
1. run net-ps-config.exe and select SNMP
> this program should create the service Netegrity SNMP automatically
> for manual configuration and other details please refer
Policy Server Installation guide

There is a sample SNMP management application (snmpsalkrun.bat /sh) located in the <siteminder>/bin folder
enter siteminder as OID
Ip address : localhost 8001
sample output:
