that menu entry is part of the integration between Spectrum and NetOps portal.
That entry is enabled only for those devices synced from Spectrum to NetOps Portal so that you can drill down in context.
It is the NetOps portal who informs Spectrum about the CAPC_URL_Prefix.
If you need to change the fqdn, the port or the protocol, you need to do it from the NetOps Portal using the SsoConfig tool.
SsoConfig is located in the installation root folder (ex: /opt/CA/PerformanceCenter). Execute it and navigate the following options:
1. DX NetOps
3. Performance Center
1. Remote Value
7. Web Site Host
- Type 'u' to update the value, type the FQDN, and press Enter
- Confirm the value is correct and type 'q' to exit the tool
After the change I think you have to resync Spectrum datasource from the Administration > Data Sources

Search for an application model called NetqosIntegrationManager. The model has an attribute called (CAPC_URL_Prefix 0x5c40005). Update it according to your needs. Make sure you keep the "/pc/desktop/page?" section.
There is a search for Models called "By Model Class". Use that one. Search for all Application Model Class models. Filter for NetqosIntegrationManager.
