how to use set visibility option to notify the people about the events / data that is not coming continuously in CA UIM ?  How to set an alarm for such unreceived data/events in CA UIM ?

I am sorry it is not clear what you are wanting to do.
Can you provide a use case and details?

All alarms have a visibility flag on them.
you can enable or disable this flag. This is usually done in a pre-processing rule.
you then can set up your AO profiles to take action or not based on the visibility flag.
