Please help me to understand, what all information do we need to ask to customer before configuring jobs.
for example :-
we can ask for job_type, Job Name,Application,Severity of Job,Start Condition,exit code,date_condition,days_of_week,description,group,job_class,owner,operating system.
Apart from above what else we can ask or tell customer for job configuration as part of best practices.

What else we can ask ? anybody having any template for requirement gathering of job configuration.
There are so many possibilities and so many attributes which are depending on the job types you have to run that it is difficult to give more advise.

2) Depending of you job types, some attributes are mandatory while others are optional.
3) Something else to consider, is Autosys load balancing to run jobs on appropriate machines having enough CPU cycles to run a maximum number of jobs for example

your team is best understanding the needs of the programmers by sitting with them and working out the template.
Before you cookie cutter remember there are different shapes and sizes and colors and flavors of cookie.
you cant just expect a round cookie with the same taste... ;-)
