If you do not want your jobs to start running when your Scheduler starts up, you can start up your Scheduler with GlobalAutoHold.
# Keyword: GlobalAutoHold=<0|1>
# Specifies whether Global Auto Hold mode is on or off. Turn on
# Global Auto Hold when you restart a Scheduler after a shutdown
# period. When you start the Scheduler, it is in Global Auto Hold
# mode and you have time to evaluate all jobs whose starting
# conditions have passed and are eligible to run. This option lets
# you manually start jobs so that the system is not overloaded with
# job start events.
# The valid values are:
# 0 = The Global Auto Hold mode is off
# 1 = The Global Auto Hold mode is on
# Default: 0
If you do not want to use GlobalAutoHold, you can place the jobs that you do not want them start run right after Scheduler start-up, you can place those jobs ON_HOLD.
