Capacity Planning- Rally

Is it possible to load resources , update availability to plan for velocity/capacity for each iteration. Typically this is done outside the ALM tool using spreadsheet. but does rally have build in capability for capacity planning

Track > Team Status allows users to define their Project-level Capacity by Iteration.

Plan > Team Planning  and Plan > Timeboxes > Iterations both allow for the definition of (Planned) Velocity for each Iteration.

The two values (Capacity & Velocity) do not interact.
