Does the ca Excel Plug In run in Excel 2016 or just in older Excel versions?

It does not support Excel 2016. It does support Excel 2010 and 2013.

There is a DB connector that can export information from Agile Central into a CSV file. You can learn more about it here: CA Agile Central Database Connector (Postgres) | CA Agile Central Help
However, one option you may want to consider is creating a dedicated Excel 2013 machine (which is supported by our current 2.4.4 Excel add-in) and share it between you and other colleagues. You can RDP into that machine. It won't be on each person's desktop/laptop but it's still an option for you to consider to use the Excel add-in.
About Excel 2016, it will be supported in our next version. Here is a discussion thread where it's mentioned, but there isn't a release or a beta date yet:
