    I would recommend starting off by reviewing our documentation of the perl scripting interface here:

    You don't mention which version of SiteMinder you are using, but the scripting interface has not changed much.  There are a couple examples of code in the documentation I linked, and there are also sample scripts that you can use to start off building what you want in the "CLI/examples" directory in the policy server install.
