Password Policies for Basic Authentication

We are trying to Implement a new Context Root, for already existing application. The existing application is using Forms Based Authentication, and has a password policy which is all working perfectly. The new context root is using Basic Authentication and the same Password Policies. There is a use case that while authenticating , if the user enters the wrong credentials 5 times, the user should be locked out, this is working perfectly for a forms based authentication in the existing application, but while trying the same thing in the Basic Authentication context root, it is failing. Can we please know the reason behind that.

Check for "Password Policies Enabled for this Authentication Scheme check box" under basic authentication scheme is enabled ?
