We’ve tried to save user ticket filter to the scoreboard, where is assignee is set to 'test, user', but an error occurred (see attachment). When we’ve tried to save filter where assignee is set to 'ServiceDesk', filter has been saved without error.My conclusion is - when there is assignee in the “last, first name” form SDM doesn't save the filter. The reason is that an 'AND' or 'OR' operator is missing in the query.Do you have the same experience?

I'd advice you to log a case with Support for further investigation as this seems like a bug to me.
Our engineering team is currently investigating a similar issue.
Please open a case with CA Support and indicate that the case should be associated to defect DE34945
