Why can not I use the CA Services Catalog installation of an AD domain user? I have a Sql server for an installation not allowed in a DOMAIN\USER account, only USER in SQLSRV (local)

Second question: For the installation the user with permission in SQL Server had to be SYSADMIM. After the installation, can I change this profile to only PUBLIC or DBCREATOR?
You are going to want to post to the CA Service Management (CASM) discussion board. The questions you are asking are all covered in the Installation documentation for CASM.
