today did upgrade for LISA to 9.5 version. All the components were started but when I tried to access to Portal got this error with description:
Problem accessing /devtest/. Reason:
Service Unavailable
Either -- Can you clear your browser cache and try again?
Or - the first time the Portal takes a while to come up

Yes, are you right it really takes a while.
It helped stop all services and start it again in order.
