Test match data pool creation not available

When I create a data pool of type Test Match, I get the error as Test matching not available.

Is there are permissions needed to be assigned or any other tool needs to be installed to perform this?

Version : CA TDM 3.6

This might be because of the type of license generated or the product not being installed correctly.
