Roles can have an optional Department / Location financial property setting.
However, if you do not use the fields directly on the role, you can use the OBS Staff Unit field.
On the Project STAFF (or in Classic 'Team' tab) set the OBS Staff Unit field on the rows with the Role.
Using the Location OBS 'TYPE' - select the appropriate OBS unit, then create your cost plan using the OBS grouping and populate by allocations.
