It appears it is picking up a rate of about $3.38 (1491/441). Do you have a rate like that in the matrix?
There was a bug where the costs were getting divided by 3600 but it does not appear that is the case here either.
If it did not find a rate for the allocation cost for some reason it could pick up $1 which it is not doing either.
I agree that you need to check to make sure what the match is in the matrix and also that the dates in the matrix cover the dates of the project or allocation.

Some of the things that could potentially be happening (may also be something completely different based on your setup)
- Rate Matrix Extraction job has not run from the time this project was setup and/or rates were updated in the matrix.
- System isn't able to find a match. Are you able to do a Populate From Investment team without errors in the cost plan?
- There are records in the rate matrix with the cost rate you are getting above and you have a column in the matrix matching to some attribute on your project resulting in the system picking up this rate. See table below for various columns and how clarity would be trying to source them.

I have a resource that has a rate in the rate matrix of $101. They are allocated to a project for 441 hours. When I run the Update Cost Totals job I get an allocated Cost of $1,491.00. Other resources on this project have the same issue. Other projects are fine.
