I have several reports that will need migration to Jaspersoft after we upgrade to 14.2. What are my options for getting this done?

Does CA offer a tool to automatically upgrade custom reports?  What level of expertise is required to do this on our own?  Can anyone recommend 3rd party vendors that they have had success with?

Short answer is that there are no auto tools.

what type of reports are they?

if crystal then you can grab the sql and recreate in the jaspersoft studio.

For WEBI if you use custom universes, you'll need to create domains.

The reports created in WEBI should be quite straight forward to replicate, in terms of features jaspersoft has everything and more!
