We have a problem with the Cost plan of a project not in sync with the OWB? How do we sync it?
Please let us know which CA Product you are referring to? Is it a cost plan within the change order of a CA SDM product?

We need more information on what is not matching between OWB and Cost Plan. What specific data?
The OWB uses a 'general' rate that is stored in the Rate Matrix extraction NBI table at the time the data is populated into the project.
The Cost Plans use rates from the Live Matrix at the time the data is populated into the cost plan.
We had some efforts deleted for 2015 and added to the 2016 from OWB. It reflected in the Team efforts but not in the cost plan. We can still see that we have efforts for 2015.
No, not the actual units, the units which is below the planned in the cost plans. They basically are the hours that we estimate for a resource in through OWB .
The new Cost Plan dollars and hours do not match the costs and hours in OWB for the Transaction Class for which they were changed in the OWB. The PPM Project Team Detail page’s ETC for does match what’s in OWB. The transaction class does not have hours for 2015 but the new cost plan does show them.
Can you post a screenshot indicating the difference ?
