I believe you are referring to this procedure found under Using Project Management in the new CA PPM Documentation site: Manage Project Teams - CA PPM - 14.2 - CA Technologies Documentation
Add Resources to Projects by OBS
- Open a project and click the Team tab. The project team staff page appears.
- Click Add/Update by OBS. The investment add/update by OBS page appears.
- In the OBS Unit field, browse available OBS units, select one, and click Add.
Users must be assigned the appropriate project, resource, and OBS rights from their admin. Only with the proper access rights will the user interface show the Add/Update by OBS button.
For example, in this case, a user would need to have the Project - Edit Management access right to the project and at minimum, soft booking access rights to at least one resource in order to see the Add/Update by OBS button.
