set DR_enabled=true before or after VA configuration process ?

    Hi Team,
    Identity Suite 14.3 vapp .
    I have created a primary node (vapp), then i creating a second vapp node(which will act as DR node). 

    Based on documentation, to set as DR node. we need to insert "true" into a file called "DR_enabled" in /opt/.../custom folder.

    My question is that, when do we set the DR_enabled=true ? before the second node VA configuration process or after configuration process ?

    This particular step, is not mentioned in any of the documentation. Kindly advice.
