Hotfix for vApp 14.3

Hi,
I have 2 questions on installing hotfix on vApp.

1. The hotfix for log4j is downloaded from the link below and installed on vApp 14.3.

However, the hotfix history window is showing 14.1.0. Is this how it should look like?

2. Is it mandatory to restart services on vApp after installing the hotfix?
