Is this the only snapshot giving such an error? If so, do the users have a date attribute (e.g. imCreateDate) set? If so, check the log for an error such as:
Failed to log to user table: For input string: "2018-09-25"
If this is the cause, you can work around it by removing the values in the user store. See this KB document for details:

Also, test with a smaller snapshot if you have a large number of roles.
