We had to configure HTTPS again. Now the NFA portal is working.

Did you check the migrator logs as well for any errors and verify that it updated the version of NFA?

It looks like you are using HTTPS to access NFA, you will likely need to setup HTTPS again, as the configuration files get overwritten during the upgrades.
There is a script to set this up here: ftp://ftp.ca.com/pub/netqos/supporttools/Scripts/ApplyHTTPS.url
Just run the script on your NFA Console and select the option to setup https, and you can select the option to use a certificate that is already in IIS if you already had this setup before the upgrade.
You should also check your migrator.log files and make sure they finish with exit code 0, these are in in the \CA\NFA\migrator\logs directory

We did upgrade of 10.0.2 to 10.0.3 NFA Standalone. After of the upgrade NFA isn't accessible

I see that the this service (CA NFA VnaDataCollector) not starting. I don't know if this has anything to do with the problem
