Well the answer to my questions are both No.
What I did to get it working was to create an EventModel.
Then the specific alarm creates an event on the EventModel.
Now I can setup an event rate rule to generate a threshold alarm.
If anyone has a different way to accomplish this please reply to this post. I'd love to know how you pulled it off.

Can I create a rate alarm condition that would trigger if the source models are not the same?
Is there a way to set a time period within the Condition Correlation Editor?
