Hope you are aware Spectrum 9.2.x has gone EOS beginning April 1, 2015. You could refer the below:

You could try the below:
-> After installing Spectrum, did you restart the server, if not please restart it.
-> Should this not resolve the issue, as a workaround, you could try starting Spectrum from the command prompt as below:
cd %SPECROOT%/bin
./startSS.pl
