Is this a new install, or an existing Domain or Enterprise that was working prior?
1- Stop all product services:
caf stop
cam change disabled
camclose
csampmux stop
2- Delete the ..\CA\DSM\appdata\cfnotsrvd.dat file.
3- Start all product services:
csampmux start
cam change auto & cam start -c -l
caf start
