11.2 to 12.3

​I am trying to upgrade from 11.2 to 12.3 using ZDU and I see the following in the documentation.
Important - You have to use the same INI file (ucsrv.ini) for base and target version, located in one directory only. When updating to this version, please check the new port definition for all types of server processes.

How exactly does this work only using one ini for both versions and which version ini should I use?

I never received an explanation for this question but found out there was a bug in the ZDU for 11.2 to 12.3. I have since upgraded manually. Thanks​
