We discovered that our V12.3.0 AE was not coming up clean after reboot of its windows server. The symptoms are that everything appears to be running fine, but you can not connect with the AWI. I worked with support who discovered there is a fix that is supposed to come out with V12.3.1.
Workaround: I discovered that if I increase the "seconds delayed" value on the AE services, then it comes up clean. I probably set it higher than needed at "30". But I wanted to be sure.
