File Event Object

Hi All,
****TEST Scenario****
I am trying to create a File Event object which should look for a file and once file is there, it should trigger a File Transfer Object to transfer the file from Agent A to Agent B and if file is not present, it should trigger an email.
I am not getting a document for that.
Please provide some insights on this.
