U00038130 Processing GEN_OX not possible because the Server is not running. Please start the server.

    Has anyone seen error message U00038130 before?
    Version and status of database: '12.0'/'READY'. Version and content of data file: '12.0'/'TRANSPORT'. Version of database objects: '12.0.3+build.1013' Loading in mode 'TRANSPORT'. U00038057 Checking input file(s). . . U00038056 Importing into client '1'. U00038130 Processing GEN_OX not possible because the Server is not running. Please start the server. U00038068 ABORTING due to error.
    I presume it relates to GEN_OX entries in the ITL table created by a previous DB load. I was under the impression however that DB loads did not require that the AE server be running. The message above appears to indicate a situation where additional DB loads are essentially blocked until the server is started.
