Actually, I forgot to mention that some performance issues with Operator Console were also present on Oracle 12, but not in such extent - we were assured by Broadcom guys that 20.3.3 should perhaps solve these. But DB upgrade made it worse.
Regarding your CABI note, I am not entirely sure that "Broadcom just repackages it", as the affected SQL queries are dealing with s_qos_data + RN_|HN_|DN_ dynamic tables to get QOS metrics over selected time period, and these tables afaik have nothing to do with TIBCO, i.e. they're the UIM core tables.

No but from a suggestion on where to point fingers:
You had a working system and changed Oracle - There is little in UIM that is database server version specific and so in theory, if it worked well on v12 and not on v19 then the issue is most likely in the new Oracle install. Ask Oracle why it's slow.
CABI is actually Jaspersoft from TIBCO. Broadcom just repackages it. You could ask TIBCO if there are known issues with Oracle 19.

Just posting our recent experience with UIM:
Last week we have upgraded our UIM 20.3.2 database from Oracle 12 to Oracle 19 and the user experience totally worsened. SQL queries originating from CABI responsible for fetching data (QOS metrics) in Operator Console became unresponsive to the extent that the metrics graphs in OC are no longer displayed and the overall experience is, performance-wise, very poor.
We are still investigating this with Broadcom support but if somebody else also experienced this, what was the solution?
