So if you can not provide full SA level rights then yes you will probably run into issues.
I am not familiar with the RDS setup or permissions.
Maybe others who use it in their environment can chime in here.

This is not tested by DEV or QA so is not officially supported.
In theory, if the version of the SQL server you choose matches what is on our PSM then it SHOULD work.
