After CA PAM Installation, we often load the default Content using the link in the home page (Explorer default content). But, in this case server has not internet access and is unable to download content. How can we manually import the default content?

I think if you open a case with CA Support they will send you a zipped xml file that you can import.
I have gone ahead and uploaded the Predefined Content to the communities to help clients with implementations that cannot reach the internet.
